Huntsville, AL - June 29, 2020 - Teledyne Brown Engineering was awarded an Indefinite-Delivery Indefinite Quantity (IDIQ) contract with the Naval Health Research Center (NHRC) under the Naval Medical Logistics Command (NMLC). As the Department of Defense's premier deployment health research center, NHRC's innovative research and development optimizes the operational health and readiness of U.S. service members. This contract vehicle is designed to enhance and maintain their suite of modeling, simulation, and analysis tools, including the Joint Medical Planning Tool (JMPT) and the Medical Planners' Toolkit (MPTk). The contract has a potential value of $83.6 million over 5 years and provides a way to rapidly award additional task orders to advance the impact of our tools for new and adjacent customer needs.
Teledyne Brown Engineering has provided continuous development, maintenance, and support for NHRC since their creation of JMPT and MPTk in 2001. The JMPT software models patient flow from the point of injury through treatment. The MPTk software provides medical support planning across a range of military operations including combat operations, disaster relief, and humanitarian aid. The Medical Modeling, Simulation and Mission Support Department at NHRC uses JMPT and MPTk for medical research, risk assessment, and estimating medical resource requirements.
Prior to these tools, the Department of Defense (DoD) relied on less effective and less reliable methods to design plans for emergency response for a multitude of hazardous situations. JMPT and MPTk use predictive analysis of historical data to assist with planning and readiness of resources, supplies, and logistics allowing the DoD to respond to disasters in a more efficient and prepared way, ultimately contributing in the reduction of lives lost, serious injuries and excessive funding. The tools are also able to assess the number of casualties and other losses that may occur if the proper plans are not put into place.
MPT and MPTk are mandated for use by the Chairman of the Joint Chiefs of Staff for medical planning at the combatant commands. In January 2019, the US Army Office of the Deputy Chief of Staff, G-1, designated MPTk as the casualty estimation tool of record for Army Human Resources Planners at echelons above brigade. This means that all planners must use MPTk to ensure Army operational plans are developed using standardized casualty estimation tools and methodologies.
